The United Arab Emirates (UAE) were founded in December 1971, when the Emirates of Abu Dhabi, Dubai, Sharjah, Ajman, Umm al-Quwain, Ras al-Khaimah and Fujairah decided to form a single country. Today, its approximately five million inhabitants live in an area of 83,600 square kilometres. More than 75 per cent of these people belong to the Emirates of Abu Dhabi and Dubai.

Technical cooperation with UAE began when the country signed a general agreement with the Federal Republic of Germany shortly after its formation. That 1975 document already mentions GTZ in the context of its implementation.

Due to its vast oil and gas reserves, UAE is today one of the wealthiest countries in the world. However, to avoid over-reliance on these resources, by the late 1980s its rulers had launched intensive efforts to diversify the economy. At that time, the cooperation between UAE and GTZ began to flourish; the first projects were implemented on behalf of the Ministry of Education as well as the Abu Dhabi National Oil Company. Today GTZ is a regular partner for development projects in UAE, and focuses on the priority areas of water, vocational education and training, and infrastructure development.
