Alongside the classic bilateral cooperation on behalf of the BMZ, GTZ also works for a wide range of international clients. These commissions are mainly conducted by the GTZ division International Services (IS).

GTZ's business area IS is its vehicle for offering result oriented services on the international market. These services are based on years of experience and top-quality know-how. In Yemen, GTZ IS works on behalf of the European Commission (EC) to support the country's accession to the World Trade Organization (WTO). International Experts consult the Yemeni government and train the Ministry of Trade and Industry in all areas concerning WTO regulations.
