On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) GTZ has been assisting Azerbaijan since 1995 as a partner country for German Development Cooperation.

With its substantial petroleum and natural gas reserves, Azerbaijan is enjoying economic growth unmatched in the region. In recent years, the economy has been growing at over 10 percent. The private sector accounts for over 70 percent of aggregate value added. International money is flowing almost exclusively to the oil sector, which accounts for over 50 percent of industrial production. The other economic sectors are weakly developed, with manufacturing industry having a share of only around 8 percent. In many sectors, production is well below the level of the 1980s. Azerbaijan’s economy is dominated by petroleum. As a result of the difficult transformation process, over 30 percent of the population in rural areas are unemployed, with some 50 percent living below the poverty level. Private sector growth and development are being hampered by  bureaucracy, an adverse economic environment and an economy marked by clientism. The goal of the Azerbaijan Government is to diversify the non-oil sector.
GTZ is accordingly focusing on supporting economic reform and the development of the market system (WiRAM).

In addition, GTZ is carrying out projects of the BMZ’s Caucasus initiative in Azerbaijan to promote regional cooperation between the states of Azerbaijan, Armenia and Georgia.

GTZ International Services (IS) is carrying out the project Modernisation and Reform of the Legal and Judicial System (TACIS) in Azerbaijan under a commission from the European Union (EU).

GTZ has maintained a project coordination office in Azerbaijan since 2001.
