Good GovernancePakistan’s political system is shaped by dynastic party politics directed to the interests of the social elite and by frequent regime changes in which democratically elected governments alternate with military dictatorships. Yet another characteristic feature is its underperforming administration. Corruption and inefficiency within the state apparatus have resulted in political disaffection throughout broad sections of the population. And in large parts of the country feudal structures still exist to this very day. More than two-thirds of women in Pakistan are exposed to some form of violence. The most common forms include honour killings, violence in the home, abduction, rape and forced marriage. In the face of economic constraints and pressure from international borrowers, the current government under Prime Minister Yousuf Raza Gilani has to drastically curb government spending in general, and tax subsidies in particular, whilst continuing to raise government revenue from taxation. Far-reaching changes in the way that public money is distributed are likewise inevitable. This should provide greater leeway for direct pro-poor action. In view of the political, social and military crises in Pakistan’s recent history, creating democratic and transparent decision-making structures and an effective administration are top priorities. Giving people the chance to participate directly in political life and securing the delivery of government services is intended to bring the government closer to its citizens in the provinces while ensuring transparency. In the province of Khyber Pakhtunkhwa, for example, people now have better access to civil protection and disaster preparation resources. Social reform processes have to be advanced at all political levels in order to strengthen women by reducing and preventing the violence perpetrated against them. This involves putting together a package of state and non-governmental services. Other aspects include helping law enforcement services to develop a national gender strategy and raising the level of gender expertise within the police force. The Federal Republic of Germany is assisting Pakistan to produce better-quality federal statistics. This will help get credible data to investors, governments and administrations as promptly as possible and so facilitate evidence-based decision-making. Parliament will thus be able to exert appropriate control over the government, and researchers will be able to analyse economic developments in a professionally sound manner. Above all, improvements in the country’s national accounts will make it easier for Pakistan to successfully apply for international loans. |
