Context
Due to the rapidly growing power sector and other energy intensive industries, India’s dependence on coal as a fuel source is skyrocketing. On the other hand, more than half of the population depend on renewable fuels as an energy source. Living in the coal as well as renewable energy age is, therefore, no contradiction in India.
Poverty alleviation and inclusive growth are strongly linked to how India can assure energy supply and at the same time decouple economic growth from growth in energy consumption. Therefore, energy efficiency, energy modesty and demand side management strategies are the key to ensure a sustainable development of India, no matter whether fossil fuels or renewable energy sources are used.
Objective
Electricity producers and energy consumer improve energy efficiency and contribute to climate protection leading to a decoupling of energy demand from economic growth.
Approach
The Energy Conservation Act from 2001 is seen as a step towards regulating the growth of energy demand to sustain industrialisation, urbanisation and rural electrification leading to a better quality of life for all.
GTZ and KfW Entwicklungsbank jointly implement the Indo-German Energy Programme (IGEN). The broad focus of IGEN is to support the implementation of the Energy Conservation Act. The Act positively intervenes at all levels of society, such as energy-intensive large industries, manufacturers of household appliances and industrial equipment, residential households as well as engineering consultancy firms. The bilateral cooperation involves local and international professionals and supports:
- labelling of energy efficiency of household appliances and energy intensive industrial equipment
- certification of energy managers and energy auditors
- setting norms and standards for energy intensive industries
- transfer and promotion of cutting edge technology to reduce energy consumption
- promotion of Clean Development Mechanism and
- operation of one of the largest web portals on this subject
Results achieved so far
- 1.4 Bill EUR have been invested on energy efficiency and climate protection measures.
- The energy management website is the most popular one in India with two million clicks so far.
- 4500 energy managers and 3500 energy auditors have been certified.
- Indian Certified Emission Reduction (CER) worth 160 Mill. EUR have been sold abroad.
- Rules and regulations under the EC Act have been vetted.
- Energy efficiency measures result in 150 Mill. EUR annual reduction of energy costs.
- Energy consumption labels have been introduced and accepted by the market for four major electric end-user devices.
