Priority areas in UgandaThe prime objective of all technical cooperation in Uganda is poverty reduction. The programmes complement the Ugandan Government's Poverty Eradication Action Plan, which also provides the guiding framework. GTZ is working with the Ugandan Government and others to provide coherent strategies in three specific focal areas, as agreed during the German-Ugandan bilateral negotiations of 2007. Financial sector developmentGTZ cooperates with the Bank of Uganda and various international partners to enhance Ugandan financial systems. This includes the development of capital markets, enhancing the country's savings culture and establishing an early warning system for banks. There is also a special focus on agricultural finance. Water sector developmentGTZ plays a central role in a programme to improve water supply and sanitation in urban areas. The programme follows the combined strategy of the Ugandan Government and the World Bank. The activities target institutional reform, improvements in infrastructure and private sector participation.
With its main partner in the sector, the Ministry of Energy and Mineral Development, GTZ is supporting new policies and technologies, and is fostering a change of attitudes. Energy efficiency is being promoted as a means of addressing the long-term deficit in Uganda's energy supply and, at same time, to reduce the heavy burden on the country's natural resources. Other ongoing projectsFurther GTZ projects involve vocational and technical training, the management of refugee camps, food and nutrition security, advisory services to the Office of the Prime Minister and reforms in the Justice, Law and Order Sector.
