Context

The catchment area of the Niger covers nine states: Benin, Burkina Faso, Côte d’Ivoire, Guinea, Cameroon, Mali, Niger, Nigeria and Chad. Because of their significance for irrigation, fisheries, transport and energy generation, the Niger and its tributaries play an important role in the development potential of the whole region. However, there has so far been no effective transnational water resource management in the Niger basin that pursues shared strategies and principles.

Objective

The overall objective of the project is for the states of the Niger river basin to extract economic benefits from the river according to commonly agreed strategies and principles. The project supports the Niger Basin Authority to build the necessary structures for dialogue and cooperation.

Approach

The establishment and work of national liaison offices are promoted, as well as their cooperation with ABN. At the same time, support is given to consultations with representatives of civil society at a regional level.  The ABN personnel receive technical training in data and information management. As a precondition for improved cooperation between the member states, the ABN is to be advised on developing an environmental charter and an agreement for the regulation of shipping, as well as on the ratification processes in the individual member countries. The support consists of advice on technical, cooperation and procedural matters from international, regional and local short-term and long-term experts. On top of this, material contributions will be made in the form of computer equipment and a vehicle. Local grants will be used, inter alia, to finance local and regional events and training courses.

The transnational cooperation in the Niger Basin by the ABN member states will lead to improved planning and consensus on regional infrastructure projects. The consensual and sustainable management of water resources reduces the danger of negative socioeconomic and environmental consequences accruing from the uncontrolled exploitation of the river's waters. The poorer population will benefit indirectly from the long-term improvements made to their living conditions.

At the same time the project is helping the ABN fulfil more effectively its roles as an advisor and moderator in regional water-related economic issues, and as a coordinator of investments with regional significance. The responsible national ministries of the nine member states are better able to find consensus with ABN and the other member states because of the liaison offices. The specialist competencies of the staff of national ministries and authorities are strengthened; the harmonisation of the national water policies of the Niger Basin states is improved.
