Transport
The reform of the road transport sector is a key part of Namibia’s efforts to improve performance in the transport sector and to ensure its resource-efficient operation. A legal framework was developed that provides for a modern financing, planning and organisational system. A toll system for road users generates a considerable proportion of the required funds. In 2000/2001, the reform process was largely complete, but the implementation of the reform since then has proceeded only slowly. The issue at stake now is to push ahead with the further conceptual development of the reforms and to support the Namibian Government in continuing their practical implementation. The organisation and financing of the road network is still not optimal, leading to an inefficient appropriation of public funds. Reasons include the fact that the reforms that have already been implemented have not taken hold yet. Responsibilities have not been clearly allocated, auditing procedures have not been developed, there is a lack of personnel capacity, and planning procedures are not sufficiently oriented towards poverty reduction. GTZ’s support measures comprise three components:
