Context

"Basket funds" have proved to be an efficient tool for the joint financing of sector-wide programmes: the Cameroon Government wishes to use such a fund to finance its Forest and Environment Sector Programme (FESP). It has already reached agreement with donors on concrete project goals and terms of financing.

Objective

The FESP Basket Fund is intended to support implementation of the Cameroon forestry programme and to finance technical support and the development of local administrative staff. GTZ IS is training staff members and is functioning as fund manager until the end of this first phase. 

Vorgehensweise

The first step is for GTZ IS to support the Ministry in devising financial and administrative processes. This helps to ensure that funds from the FESP Basket Fund can be used quickly and purposefully for the tasks to be carried out. The entire process is to have a high degree of transparency. A professional reporting system ensures that the current status of financing remains at all times ascertainable and open to review.

Concrete services provided by GTZ International Services are:

• preparation of the budget available for implementation of the plan of operations
• arranging of invitations to tender for services and procurements on behalf of the ministry responsible
• timely payment of contractors responsible for implementation of the approved measures
• establishment of a professional accounting and reporting system
• establishment and training of local staff within the ministry, so that the fund can be handled in the long term without external assistance and can become a permanent and integral part of the forestry programme.
