Project description

Title: Deepening Decentralisation and Local Government Restructuring

Context

"Boost the economy": the Ethiopian Government used this motto to launch a programme for sustainable development and poverty reduction in 2002 that banks strongly on decentralisation. Decision-making capacities are steadily shifted to the district and municipality levels, and people’s rights to a voice in decision-making are promoted.

Objective

GTZ International Services (GTZ IS) supports the Ethiopian Ministry of Federal Affairs in implementing the decentralisation process and strengthening local administrative structures and capacities in the Oromia and Harar regional states.

Approach

The following measures constitute the essence of the project:

  • drafting and implementation of guidelines for the financial management of urban municipalities
  • planning, implementation, monitoring and evaluation of infrastructure development projects and programmes
  • training, support for and possible restructuring of city administrations
  • stepping up of civil society involvement and participation of the population in the political process
  • development of human resources management concepts including laws on employment terms and conditions and guidelines for implementation
  • development and introduction of management information systems for municipal administrations.
