Project description

Title: Rehabilitation project

Context

The political situation in Guinea-Bissau is fragile, with violent clashes breaking out during the presidential elections of June and July 2005. Scarred by a war that raged in 1998/99, the country devised a national reconciliation and rehabilitation programme, to which GTZ International Services has contributed.

Objective

An extensive, multi-faceted contribution was made to help rebuild the country and reduce poverty. Activities chiefly focused on:

  • rehabilitating municipal infrastructure,
  • promoting income-generating activities,
  • building up capacity,
  • reintegrating ex-combatants,
  • organising an overarching Project Monitoring Unit.

Approach

Priority areas included education, health, economic integration and building up implementation capacity. Various measures facilitated access to municipal infrastructure whilst special income-generating options were generated for vulnerable and poor population groups.

Four partner organisations were commissioned with project implementation. GTZ International Services organised the overarching Project Monitoring Unit, assumed responsibility for achieving the project objectives and for developing and empowering the partner organisations and various ministries.

Individual activities within the project, as well as with other national and international partners, were also coordinated by GTZ International Services.
Outputs included:

  • planning, steering, monitoring and evaluating project activities
  • elaborating concepts for decentralised microfinance systems
  • developing training modules (capacity development and professional experience)
  • organising studies and supervision
  • procuring supplies and drawing up contracts for orders in the construction sector and for rehabilitating municipal infrastructure
  • procuring furnishings and other requisite materials
  • implementing measures designed to build up national capacity
  • providing other services for the partner organisations
