GIZ has been active in this sector for decades, helping more than 30 countries (mostly in Africa and Latin America) with the following approaches:

• Development of road maintenance schemes: the Road Management Initiative (RMI) was developed in cooperation with the World Bank as part of the Sub-Saharan African Transport Programme SSATP. It has been implemented in areas such as the northern region of Cameroon and the Kilimanjaro region of Tanzania.
• Financial and organizational reform in road maintenance: e.g. by means of Road Funds. These schemes have been implemented in Latin America and the Caribbean, a number of African countries, Bangladesh and Kosovo.
• Political advice on cutting energy subsidies, e.g. in Zimbabwe, Uganda and China.
• Training advice on road maintenance management, setting up of road maintenance departments and equipment servicing, e.g. in Ghana, Rwanda, Zaire, Liberia, Burundi and Malawi.
• Drafting laws for Road Funds and Road Authorities in order to implement reforms, e.g. in Ethiopia.
• Sector counselling for ministries, e.g. in Costa Rica, Uganda and even in Malta.
• Rural regional development, e.g. the "Green Roads" in Nepal for development of mountain regions and the construction of rural development roads in Niger and Bangladesh.

Plans for new road construction have been drawn up in countries such as Rwanda, Cameroon, Burundi, Indonesia and Madagascar.
