ApproachOur concept: Solutions through partnershipsThe GIZ’s services are tailored to the partner’s specific requirements. Initially, we analyse the barriers and shortcomings on different levels in the respective partner countries. Then objectives, approaches and required activities are determined jointly with all stakeholders. Key elements of our concept are: Conducive conditions and incentives are important components of our energy conservation strategy. They support the actual measures implemented on consumer level. Advice for decision makers in setting up appropriate legislation is therefore a priority. To create an advisory structure that outlasts the project itself, we integrate local consulting firms in our approach. If such firms do not yet exist locally, we will support their establishment. The GIZ also works with government agencies, industrial associations, NGOs and finance institutions in order to foster constructive dialogue among the relevant stakeholders. The awareness of the main user groups, such as private enterprise, the public sector and private households, of the benefits resulting from energy efficiency needs to be created. Information is provided locally and pilot measures are implemented jointly with our partners. The GIZ also advises on financing and promotes joint ventures between German and international technology providers. Developing benchmarks is important to compare efficiency within a given sector. In addition to technological measures, behavioural changes are also of crucial importance. German and international providers of efficiency technologies are involved in our projects. By forming joint ventures or opening subsidiaries, they support development in the partner countries. This also applies to local specialists who are trained within the projects as technicians or consultants. This kind of Project lives from intensive networking and can only be managed with an interdisciplinary approach. The GIZ can draw on an extended network of skilled specialists and experts representing every discipline. |
