To meet present and future energy needs, countries require an energy policy that is in line with overall development goals, contributes to economic growth, and that takes the principles of environmental sustainability and social justice into account.
The global trend towards sector reforms and liberalisation has changed the role of the government in many developing countries. Instead of providing energy itself, the government must now implement and monitor rules for private suppliers. Most important are conditions that foster fair competition, cost-covering tariffs and a climate that encourages private sector investments.

Hidden costs, such as those resulting from environmental damage or disease caused by toxic emissions are not sufficiently reflected in current energy prices. The resulting market distortion can be countered through the promotion of renewable energy and energy efficiency. The costs and risks associated with the new technologies must be minimised for all parties involved, particularly the state, private enterprise and consumers. Therefore efforts should be focused on the promotion of technologies already proven to be both cost effective and environmentally friendly.
