This cooperation agreement has been in place since October 2005, with the objectives of establishing and strengthening sustainable energy supply systems in developing and emergent countries, tapping the market potential in those countries in the field of wind energy, and promoting market development through the companies in the wind energy sector. The cooperation activities are to be seen as complementing the activities of the Renewable Energy Export Initiative implemented by the Federal Ministry of Economics and Technology (BMWi), and focus on an intensive exchange of information. Within this, GIZ sees itself as an independent broker free of competitive pressures. Specific measures agreed include the following:

• Organising an “information platform” to take place once a year
• Mutual participation in working groups and expert dialogues on a case-by-case basis
• Involvement of the BWE and VDMA in the planning of TERNA country studies
