Public-private partnershipsWithin the framework of TERNA, as elsewhere, GIZ always looks to cooperate with the private sector if the available know-how and capital improve the prospects of a wind farm project planned with TERNA support becoming reality. If a project developer helps suitable partners in the project country submit a TERNA application, and is willing to cooperate with GIZ and the local partner in implementing a subsequent TERNA project, this is welcomed by GIZ. When TERNA measures are implemented, GIZ works closely with the initiating project developer. It is expected that project developers will provide and fund their own contributions. GIZ generally enters into a cooperation agreement with the project developer. In particular, this sets out what contributions are to be made by each side and how the results of the project are to be used. It should be borne in mind, though, that TERNA measures are always aimed at enabling a partner in a developing country to develop wind farm projects on its own. TERNA measures are therefore oriented to the needs of this partner, even if cooperation between the partner and the initiating (European) project developer comes to an end during implementation of the TERNA measure. Especially where TERNA operations have not been initiated by the private sector, GIZ agrees with its project partners in the developing country to disseminate the results of the TERNA work (wind expertise, feasibility study, other project studies). This is done through information events, the TERNA web-site and the specialist press. This is intended to give the private sector an early opportunity to take a stance on putting the wind farm project into practice. |
