TERNA offers its partners many years of expertise in the development of wind farm projects. This begins with the search for suitable locations and identification of the wind potential. We work with the partner to draw up feasibility studies on the basis of wind and energy yield studies. This involves analysing a variety of aspects, in particular case-specific technical design and microeconomic and macroeconomic issues. Licensing requirements and environmental questions are also examined.

TERNA advises the partners on matters relating to finance. As a member of the international donor community, GIZ is able to put the partners and potential financiers in contact with each other. If so required, TERNA can try to involve donor insititutions such as the KfW Entwicklungsbank (KfW development bank), the World Bank or regional development banks in early phases of the project. If successful, TERNA is thus able to initiate wind farm projects that are ready for investment to begin.

TERNA’s range of site-related services is divided into four clusters. They are provided in close consultation with the partner. Essentially they comprise the following:

Site selection and wind data surveys

• Advice on site selection, taking account of economic, technical, environmental and social considerations
• Erection of wind measuring masts and procuring and installing wind measuring equipment
• Evaluation of climate data over a period of at least 12 months

Expert wind surveys

• Long-term study of wind potential
• Wind field modelling and wind mapping from site surveys
• Energy output calculations

Feasibility study

• Economic and technical framework conditions in the energy sector
• Site-specific investigations (including conditions for feeding into the grid, soil reports, and transport and installation conditions)
• Technical construction aspects
• Commercial and general economic analysis with particular consideration for environmental benefits (costs, revenues, sensitivity analyses, etc.)
• Financing options and operator concepts

Implementation

• Devising specific financing plans
• Supporting the search for investors and applications for assistance funds
• Preparing CDM baseline studies
• Developing appropriate organisational structures for the operator
• Advising on tender procedures
