Overview

The services provided by the TERNA programme encompass four different areas, and can be called upon either separately or in combination:

• Site-specific measures
• Energy policy consultancy
• Training and upgrading
• Dissemination of information

Detailed information about the various packages within the range of TERNA services is given under the submenu items shown alongside.

TERNA does not participate in the financing of investments.

Preconditions

To qualify for promotion by the TERNA wind energy programme, the planned wind farm project must have a realistic chance of implementation from a technical and economic perspective: the situation in the electricity market must indicate that wind energy could be profitable, the proposed wind farm should if possible have an appropriate size, and it must be planned in a region with favourable wind conditions. Small individual wind turbines or isolated wind-diesel systems do not normally qualify for promotion, nor do research projects. Further information is given under “Application procedure”.

Partnership contributions

To implement a TERNA project, GTZ and its partner jointly draw up a plan of operations in an implementation agreement detailing the contributions to be made by the partner and GTZ. The inputs from GTZ in each specific case depend on the partner’s performance capability. GTZ only makes technical or material contributions that are not available in the partner country (principle of subsidiarity). Typical partner contributions are procuring and installing measuring masts, providing experts for data analysis and to assist with studies, and providing information such as long-term data from meteorological stations and maps.
