Proklima was a leading actor in conceptualization and implementation of national and sectoral phase-out plans for ozone-depleting substances. It services comprehensive programmes of this kind in Brazil, Bolivia, China, India, Iran, regional areas in Africa and the Middle East. In China, for example, Proklima implemented a policy project between 2004 and 2007 in close collaboration with local authorities on management and phase-out of HCFC, which made it possible for China to agree in September 2007 on a ground-breaking amendment of the Montreal Protocol towards an accelerated phase-out of HCFCs.
