Multilateral Needs Assessments in Post-Conflict Situations

Needs assessments carried out by the international community in post-conflict situations are extremely important for determining the funding requirements for crisis-preventive reconstruction. The United Nations Development Group, the Bureau of Crisis Prevention and Recovery of the United Nations Development Programme, and the Conflict Prevention and Reconstruction Unit of the World Bank therefore decided to evaluate past experience and to develop guidelines for future post-conflict needs assessments (PCNA). GIZ was contracted to prepare the guidelines with support from the German Ministry for Economic Cooperation and Development (BMZ).
