Monitoring and evaluation are absolutely necessary

Monitoring and evaluation are vital for steering a HIV/AIDS workplace programme. The team members responsible for programme monitoring must proactively check whether planned project inputs and outputs are being achieved, and should identify any barriers as well as supportive factors that could affect the programme’s success. They also check the quality of interventions.

Process Monitoring

GIZ supports companies and business associations in introducing monitoring systems or adapting systems to their specific needs. Besides routinely recording of all activities, it is interesting to establish a database to measure how many persons have been reached. Every implemented component of the workplace programme should be monitored. Some of the possible indicators include:

Prevention
  • Number of participants at informative entertainment events
  • Number of peer education sessions held, number of participants, questions asked, etc
  • Number of condoms distributed
  • Attendance at centres for voluntary testing and counselling, plus the number of positive tests

Medical Care

  • Epidemiological data on sexually transmitted infections (STIs), tuberculosis, opportunistic infections
  • Treatment monitoring of anti-retroviral therapy (ART) for HIV-positive persons and pregnant women with their babies (PMTCT), and of directly observed therapy (DOT) of tuberculosis
  • Regular quality checks of services
Human Resource Management
  • Quality check of the HIV/AIDS policy and how it is communicated
  • Routine recording of medical and social spending
Community Outreach
  • Monitoring of peer education and informative entertainment as outlined above;
  • Epidemiological data if available from relevant services.

Outcome and Impact Monitoring

Monitoring the outcome and impact of a workplace programme requires regular evaluation. Data on impacts are collected and analysed at longer intervals. Some sample questions asked include:

  • Has sexual risk behaviour changed?
  • Could misbeliefs be reduced?
  • Has the number of persons attending voluntary counselling and testing (VCT) increased?
  • How have infection rates of HIV, sexually transmitted infections and tuberculosis developed at company and at community level (where outreach is practised)?
