Baseline data – foundation for planning and monitoring

Baseline surveys provide specific data on the corporate environment where a HIV/AIDS workplace programme is to be implemented. They contain not only hard facts such as infection rates, but also soft facts concerning behaviours and social structures.

Situational Analysis

A situational analysis provides data on:

  • HIV prevalence (national and company specific prevalence). 
  • Morbidity (sick leave, diseases) and mortality (deaths), worker absenteeism and turnover.
  • Company profile.
  • Provision of occupational health care. 
  • HIV risk factors linked to the company, its production structure and products.

KAPB Survey

A KAPB survey provides data on knowledge, attitudes, practices and behaviours. Typical questions tackle the following topics:

  • General information (gender, age, education, position in the company, etc.).
  • Knowledge of HIV/AIDS and other sexually transmitted diseases, modes of transmission, prevention and treatment.
  • Attitudes towards persons living with HIV and HIV testing.
  • Attitudes toward the company’s management.
  • Sexual practices.
  • Behaviour in social life and partnerships.

Prevalence Survey

Prevalence surveys are a helpful instrument for managements seeking to budget workplace programmes. Prevalence surveys not only help managements to understand the importance of an HIV/AIDS intervention in their companies, but also trigger the personal involvement of every individual in the company.

However, as a prevalence survey can also be misused as an instrument for corporate discrimination and injustice, they must meet all of the following quality standards:

  • Voluntary participation and anonymity,
  • Participation of at least 70% of the workforce and from each employment band.
  • Backed by a non-discriminatory HIV/AIDS policy, 
  • Preceded by an intensive information campaign, and 
  • Conducted by an external provider with an excellent reputation.

Costing Analysis

The ACCA regional project has developed a specific costing model in cooperation with the Swiss Tropical Institute. It allows companies to assess their human resource data pools concerning quality and completeness. In a second step, the tool also allows to quantify the costs and benefits of an HIV/AIDS workplace programme.
