ICT and development cooperation – background and political context

The United Nations World Summit on the Information Society (WSIS) was a milestone in the formulation of goals and strategies for a global information society. It was held in Geneva (2003) and Tunis (2005) and addressed these questions:

  • How to overcome the digital divide between industrial and developing countries and to integrate developing countries into a global information society.
  • How to allocate funds for infrastructure development in poor and rural areas.
  • How to regulate the Internet in future.

Central issues addressed at the summit included the right to communication, e-government to achieve good governance, and information, communication and knowledge to drive sustainable development.

ICT to help implement the Paris Agenda

ICTs play an important albeit background role in current debate in the international development community. Many aid effectiveness goals stipulated in the Paris Agenda can only be achieved by using ICTs:
Coordination on national and governmental levels: The systematic sharing of data between government institutions such as ministries and government agencies requires suitable e-government solutions to support the transparent distribution, tracking and control of financial resources.
Coordination between governments, citizens and other stakeholders: ICTs enable citizens, the press and private actors to access government information, increasing the transparency of government decision-making and resource distribution.
Bilateral and multilateral coordination: Donors can coordinate activities and expenditures by sharing standardised information via Internet platforms. The exchange of knowledge and experience can be facilitated. An example of such an aid management platform is the Development Gateway Foundation platform accessible under
