Together with the Overseas Development Institute (ODI), Oxfam and the International Centre for Responsible Tourism (ICRT), GIZ (former GTZ) participated in the World Travel Market in London in November 2004, and organised a public debate on the topic:

"Poverty reduction included in the package? How resorts and hotels contribute to local economic development; examples from Africa and the Caribbean."

Projects and studies from Jamaica (GIZ & Sandals), South Africa (ODI & Pro-Poor Tourism South Africa), St. Lucia (Oxfam UK) and Gambia (ICRT & The Gambian Responsible Tourism Partnership) were presented. The common goal is to strengthen value chains, primarily the suppliers of agrarian products, and to ensure that the local population benefits from tourism activities. A lively and constructive discussion ensued about value chains in tourism and how they may directly contribute to the reduction of poverty.
