PSIA is more than just a collection of analytical instruments or a technocratic study. The idea is that PSIA should help make decision-making more evidence-based and transparent by promoting dialogue between those involved in the reform and those affected by it.

In order to further develop the PSIA approach in this respect, GTZ and DFID drafted a discussion paper on the process-related and participatory aspects of PSIA. It is intended to guide decision-makers, researchers and civil society organisations in commissioning, implementing or monitoring a PSIA.
