Measures

The German Trust Fund for Poverty and Social Analysis concentrates on promoting PSIA in partner countries. It is also supports drawing lessons learned from the PSIA experience and further developing of approaches to poverty and social impact analyses. In the second phase, the Trust Fund will concentrate more on disseminating and establishing the PSIA approach in partner countries and on building up expertise in partner organisations.

Proposals for PSIA work are submitted by the World Bank country teams to the unit which administers the Trust Fund at the World Bank. Applications which correspond to the Fund’s objectives and criteria are passed on to GIZ and the Federal Ministry for Economic Cooperation and Development. The final decision is taken jointly.

In 2004 to 2005, analyses were supported for six reform projects:

  • In Benin, Burkina Faso, Guinea and Mauritania, the Trust Fund supported the implementation of the "Poverty Analysis Macroeconomic Simulator" for assessing the poverty impact of economic policy measures jointly with GIZ.
  • In Tanzania, the implications of reforming local government tax systems were studied. GIZ supported dissemination and discussion of the findings among national stakeholders.
  • In Sri Lanka, options for improving land administration, securing land ownership and eliminating restrictions on small landowners were analysed.
  • In Indonesia, the aim is to identify the set of policy reforms that would have the most significant impact on poverty reduction at the local level.
  • In Kenya, a study on poverty, old age and social pensions reforms was conducted.
  • In Nicaragua the PSIA analysed the possible consequences of decentralising water sevrices.

In 2005 - 2006, PSIAs are being supported in the following areas:

  • Water sector reform (Yemen)
  • Agricultural marketing reform (India)
  • Reform of land policy and impacts on resettlement and redevelopment (northern Uganda)
  • Land tenure reforms in urban areas (Ethiopia)
  • Reform of marketing agencies for agricultural products (Kenya)
  • Incidence of public spending with a focus on ethnic minorities and women (Lao PDR)
  • Impact of water and forestry policies (Mexico)
  • Deepening the social policy reform agenda (Egypt)
  • Analysis of social exclusion of ethnic minorities (Viet Nam)
  • Better orientation of health policy to achieving the Millennium Development Goals (Cameroon)
  • The World Bank is also studying, together with GIZ, how access to health services can be improved for poor sections of the population in Madagascar.
