The challenge:

Illness, unemployment and loss of income are risks that all people are exposed to in the course of their lives. They can have a dramatic impact on people’s social and economic circumstances, particularly for the poor. Yet even individuals and families whose finances are largely stable can often be reduced to poverty in the aftermath of such critical events. Furthermore, the most disadvantaged groups (e.g. people with disabilities, older people and households affected by HIV/AIDS) need special support. The ideal of integrating all population groups into social security systems is a major challenge.
