Approach
The aim of the supraregional AIDS project is to hone the profile of German development cooperation in the field of HIV. This also involves making interventions more effective. Fields of activities In the first field of activity, the project is involved in the German contribution to achieving universal access to HIV prevention, AIDS treatment, care and support by 2010 within the scope of international processes. In particular, work is progressing on prevention and treatment strategies and methods, and the results of this work are being disseminated for practical use. Special attention is paid to gender-differentiated approaches. The supraregional AIDS project is also responsible for managing the German contribution to the European hospital twinning programme ESTHER (Ensemble pour une Solidarité Thérapeutique Hospitalière En Réseau). The second field of activity involves mainstreaming the response to AIDS inside German development cooperation institutions. This includes support services delivered to the Federal Ministry for Economic Cooperation and Development (BMZ) in the facilitation and design of its HIV task force, which brings together the German development cooperation institutions. One priority area of the work of the task force and of the project is to mainstream the response to AIDS in all fields of German development cooperation. The project also supports the relevant knowledge management incorporating the experience and expertise of all German development cooperation throughout the entire development-cooperation sector. The third field of activity comprises direct advisory services delivered by GIZ to the Federal Ministry for Economic Cooperation and Development (BMZ) in policy-relevant national and international processes. The project supports BMZ in the design, realisation and international presentation of the work of German development policy in the field of HIV. The BMZ also makes use of the advisory services to help it realise the action plan contained in the German government's AIDS strategy, and to design policy-relevant processes in house. At international level, the project supports the BMZ in the regular board meetings of the Global Fund to Fight AIDS, Tuberculosis and Malaria, collaborates on committees and acts as contact body for the German-Canadian-Swiss voting group within the board of the Global Fund.
