What are the impacts of Capacity Development on Public Finance Reforms in Developing Countries? How can the impacts and efficiency of public finances reforms be improved? What are the interfaces to other sectors and donors and where are they located? The GTZ Public Finance Conference 2007 used the results of the discussion about the role and design of capacity development in programme-based approaches in German development cooperation (DC) as its starting point, and drew attention to challenges currently facing Technical Cooperation (TC).

This year the Public Finance Conference took place on 26-27 September 2007 at GTZ Berlin Office. “Capacity Development“ is the GTZ’s central theme for 2007. It recognises that in many countries a shortage of funds is not the only obstacle to economic and social development and that efforts must also be directed towards developing competences and capacities on a sustainable basis. Fiscal and administrative reforms largely depend on capacity development because they represent key processes in government action as well as central interfaces for Official Development Assistance (ODA) processing in partner countries.
