Results: pilot activities in developing countries
Pilot ActivitiesGerman UNCAC Project. Pilot Activities. en-uncac-pilot-projects-2007.pdf, 0.67 MB (english) Compliance Review, Indonesia In Indonesia, GIZ supported a “compliance review”. This identified gaps between the provisions of the Convention and the national legislation. The document, produced by a range of state and civil society actors, serves as a basis for further reforms. For example, as a result of the review, training sessions for the Anti-Corruption Commission on asset recovery and mutual legal assistance have been conducted. It was also presented as an example of good practice at the first Conference of States Parties to the UNCAC. Conceptual support, coaching and intensive training was provides by the Basel Institute on Governance and the International Centre for Asset Recovery. Whistle Blowing System, Kenya Supported by the Good Governance Project, the Kenyan Anti-Corruption Commission has introduced an online whistle blowing system. The system allows users to communicate anonymously and can be adapted to their different needs. It has led to a strong increase in relevant cases being report to the Commission. After an initial test phase, the system is now completely financed through the Commission. Education and Corruption Prevention, Sierra Leone In Sierra Leone, GIZ supported the Anti-Corruption Commission’s Community Relations Department in developing of a poster series. The posters, which feature anti-corruption stories, have been distributed nationwide and are being used for teaching in schools. This has brought the issue of anti-corruption into the current discussion on curriculum reform. Moreover, Caritas has integrated the posters in its handbook on peace education, which is used in all Catholic junior secondary schools. Bangalore Principles of Judicial Conduct The Judicial Integrity Group has developed relevant standards that have been approved by the UN Economic and Social Council. With support from GIZ, the Group developed a commentary and a draft administrative guide that explains the principles and gives interested states advice on implementing them. ADB/OECD Anti-Corruption Initiative for Asia and the Pacific The Anti-Corruption Initiative for Asia and the Pacific is a crucial initiative in the fight against corruption in Asia. The Initiative is managed by the Organisation for Economic Co-operation and Development (OECD) and the Asian Development Bank (ADB). It offers its 28 member states a framework for cooperation in the fight against corruption. For effective law enforcement, the prosecution offices of neighbouring states need to work together. With this in mind, the initiative offers regional training seminars. These are supported by GIZ. Here, cooperation possibilities in stolen assets recovery and mutual legal assistance are discussed – both are important principles of the UNCAC. Guidebook on the Prevention and Combating of Corrupt Activities Act, South Africa In 2004, the Government of South Africa passed the Prevention and Combating of Corrupt Activities Act. To help convey a sound understanding of this law, GIZ (former GTZ) supported the National Anti-Corruption Forum in preparing a guidebook. It is designed for both public servants and the general public, and explains simply and clearly the legal framework in the various languages of South Africa, complete with illustrations. It has been met with great interest: 15,000 copies have now been distributed nationwide. |
