Approach
The main aim of the Anti-corruption and Integrity Programme with which the German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned GIZ is to enshrine anti-corruption and integrity measures in German development cooperation. To achieve this goal, GIZ develops and tests instruments and approaches to prevent and combat corruption, supports partner countries in implementing the United Nations Convention against Corruption (UNCAC), carries out training courses and manages and communicates knowledge nationally and internationally. A special emphasis is on offering advisory services in sectors such as health, water and climate change, on integrating anti-corruption approaches, supporting partner countries with the implementation of UNCAC and promoting integrity in public administration. German development cooperation considers anti-corruption measures as an integral part of good governance. Reliable systems for using and controlling public funds, implementing personnel policies and organising public administration are, amongst other things, important prerequisites for minimising the risk of corruption. Anti-corruption principles include the promotion of transparency, accountability, participation and integrity. Concrete methods of applying these principles as well as various instruments and approaches can be referred to in the numerous GIZ anti-corruption publications.
