Range of services
GIZ gives advice to the Federal Ministry for Economic Cooperation and Development (BMZ) and its implementing agency KfW Entwicklungsbank to root the human rights-based approach in German development cooperation.
The project
- Assists the BMZ in establishing the human rights-based approach as a cross-cutting issue in the regulatory instruments of the Ministry. It gives advice to the BMZ particularly in the orientation of sector concepts, priority sector strategies and country strategies towards the contents and principles of human rights as well as in preparation of bilateral policy dialogue,
- Assists or represents the BMZ in international fora and working processes, particularly in the OECD-DAC working group „Human Rights and Development“ (Development Aid Commitee of the Organisation for Economic Cooperation and Development),
- Assists in an exemplary manner programmes of German development cooperation in the practical implementation of a human rights-based approach in selected partner countries (including Guatemala, Kenia, Ghana, Cambodia, Bangladesh, Nepal, Yemen and Tanzania) through process-oriented advice or participation in evaluation and scrutiny missions,
- Develops on this basis sector and region-specific orientation tools and documents good practices,
- Sensitizes and qualifies German development cooperation professionals and their partners with regard to the topic „Human Rights and Development“ and gives advice to German development cooperation organisations on how to integrate the topic into their standard trainings,
- Promotes networking and the exchange on a human rights-based approach, for instance through a stronger south-south cooperation between development cooperation programmes or cooperation with the NGO forum on human rights regarding experiences with the implementation of a human rights-based approach on the ground.
