Context
Increasing urbanisation, industrialisation and rising consumerism have led to environmental degradation in India, particularly in urban agglomerations. Though the necessary legislation for sustainable environmental management exists, the capacities, know-how and experience for implementation are lacking or inadequate.
The Advisory Services in Environmental Management (ASEM) programme is the umbrella programme for projects relating to industrial and urban environmental protection. ASEM advises and supports the Indian Ministry of Environment and Forests (MoEF), and the Ministry of Consumer Affairs (MoCA) in resolving current issues and implements projects with the aid of strategic alliances. Since 2008, ASEM has also been advising and supporting the Ministry of Urban Development (MoUD) and the Ministry of ousing & Urban Poverty Alleviation.
Objective
Enhance protection of the environment and natural resources in urban and industrial areas and promote sustainable consumer behaviour.
Approach
The approach of the ASEM programme is to ensure sustainability by shifting the focus from reactive measures to acute environmental damage to proactive strategies for sustainable action. The aim is to achieve a structural change in ecological terms and to decouple economic growth from consumption of natural resources, while optimising resource utilisation. Indo-German cooperation in the area of environmental management and sustainable development is streamlined into the following thrust areas:
- Sustainable urban environment
- Sustainable industrial development
- Sustainable consumption and consumer protection
- Sustainable environmental governance
The ASEM Programme has human resource development and climate change aspects as cross-cutting thrust areas of work.
Public-private partnership (PPP) projects with Indian and German companies contribute towards identified project activities. Services include:
- PPP with Manipal Academy of Higher Education to develop the campus at Manipal as an eco campus.
- Hospital waste management system for Manipal Hospital in Bangalore.
- PPP between Shell (UK), Department of Agriculture (GoI) and GTZ-ASEM for the collection and environmentally sound disposal of the world's largest known remaining stock of the pesticide dieldrin.
Results achieved so far
- Under the EcoCity project, initiatives were undertaken in the identified core area of the cities of Tirupati, Kottayam, Puri, Vrindavan and Ujjain. Representative facts from Tirupati-show that 70% of open drains are freefrom solid wastes, waste segregation has increased from 20% in 2006 to 30% in 2008 and the rest is segregated before final disposal
- Environment Management Cells have been set up in 7 zones in 32 Industrial Parks of Andhra Pradesh in 2009; extensive tree plantation was undertaken in 32 Industrial Parks
- 768 personnel trained for better management and energy efficiency in industries in terms of eco- industrial park concept, cleaner production in electroplating industry, technological innovation, and good housekeeping in pottery, galvanizing and textile clusters
- 12 experts from regulatory agencies and research institutes received hands-on training exposure on Air Pollution Source Apportionment in Europe
- Under the Hazardous Waste Management (HAWA) project, 31industries have adopted cleaner production and hazardous waste minimization approach. About 600 industries have been trained in best practices in hazardous waste management in Karnataka
- National level guidelines for common hazardous waste incinerators have been developed
- ECOBIRD, MashaAllah and EWaRDD, three informal sector associations of e-waste dismantlers, scrap collectors and recyclers, have been formed in Bangalore under the Indo-German-Swiss e-Waste initiative
- Online data acquisition of ambient air quality data and transmission to website was demonstrated for the continuous ambient air quality assessment stations in Delhi. As a result, ambient air quality data for Delhi can be seen every 15 minutes at CPCB website
- Through its revolving fund approach, EU-RELIVE (Restoring Livelihoods) project provided private assets for income generation to 800 beneficiaries and environmental infrastructure such as desalination plants, community public toilets, water supply system and drainage system to 6 tsunami-affected communities in Tamil Nadu and Andhra Pradesh
- 65 arsenic removal plants (ARPs) have been successfully installed through a PPP and are in operation in West Bengal; each caters for safe drinking water for 200 to 300 families
- 04R (Responsibly Reduce Reuse and Recycle) an association of informal sector workers was formed in Delhi under the EU-e-Waste Initiative, with a focus on forming a group of environmentally and socially responsible e-waste dismantlers and scrap collectors for holistic e-waste management
