Disasters, such as the floods which hit eastern Germany in summer 2002, vividly illustrate the impact that such events can have on development, even in industrialised countries. However, the efforts of developing countries are influenced or hindered by a variety of factors. Apart from exceptional events, such as the tsunami in South-East Asia, it is primarily the everyday conditions on the ground that are decisive for development success. Here are two examples:
