Water sector reformA state must use its water resources efficiently and allocate them equitably if it is to meet the demand for clean water and maintain social peace. At the same time, the needs of the environment must be guaranteed and resources preserved. To achieve this, cooperation between all water sector stakeholders, both public and private, is necessary. Legislation and the appropriate organisation of the sector, with clear definition of responsibilities, are required.
In many countries this is not yet in place. GIZ therefore supports its partner countries in implementing necessary reforms and developing water policy, facilitating change processes and strengthening stakeholders. The governing principle of the reforms is participation by the population. On the administrative side, transparency and a focus on the core duties of the state are promoted. An important key to success is the involvement of civil society groups and the public. This often requires cultural change. Water sector reform therefore also contributes to good governance and the development of civil society. |
