Ghana
The Republic of Ghana is a partner country for German and international development cooperation. GIZ implements programmes and projects there on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), and has maintained an office in Accra since 1983. GIZ’s operations in Ghana are integrated into the country's poverty reduction strategy. This aims to promote sustainable and equitable economic growth and to speed up the rate of poverty reduction within a democratic environment. Despite its comparative macroeconomic stability, Ghana still has a shortage of adequately educated citizens and is insufficiently competitive in the global market place. Businesses and entrepreneurs have little or no access to financial and other resources, including modern technologies. Large sections of both rural and urban populations work at subsistence level in the informal sector. Poor population groups have little chance of influencing social and political decision-making process or the distribution of resources by the Government. Women are particularly disadvantaged in many ways, with traditions and customs hindering their social and economic development. As agreed by the German and Ghanaian governments, GIZ’s activities currently focus on three priority areas:
In addition, GIZ supports the Kofi Annan International Peace Keeping Training Centre (KAIPTC), the Ghanaian financial administration. In several West African countries, small-scale growers of cocoa and cashews now receive assistance through two regional projects co-financed by the Bill and Melinda Gates Foundation. These projects improve the farmers' market access as well as their capacity to process products, thereby raising their earnings from the crops. In a project financed by Germany's Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), GIZ is cooperating with the insurance sector to develop innovative insurance products intended to protect farmers from the consequences of climate change. On behalf of the Federal Foreign Office (AA), GIZ is also helping to train Ghanaian and other West African police officers. All the projects and programmes also make a contribution to the prevention of HIV/AIDS. The Regional Coordination Unit for HIV & Tuberculosis (ReCHT) supports them in this task, and in addition promotes the mainstreaming of HIV/AIDS through a number of development partnerships with the private sector. Some programmes are implemented jointly with the KfW Entwicklungsbank. In the priority area of sustainable economic development GIZ also works together with the Netherlands Directorate-General for International Cooperation (DGIS) and the Danish International Development Agency (DANIDA), while in promoting good governance it cooperates with the Swiss Confederation's State Secretariat of Economic Affairs (SECO) as well as the changing partners of the joint sector group on decentralisation. Cooperation in the shape of development partnerships with the private sector is also becoming increasingly important in Ghana. Currently, 15 such partnerships exist with German, Ghanaian and international companies. |
