Cooperation with the Southern African Development Community (SADC)
The Southern African Development Community (SADC) is an alliance of 15 states that are cooperating in pursuit of joint economic and social development. German development cooperation is assisting SADC to implement its plans for regional integration and thus build peace and security and meet the Millennium Development Goals (MDG). SADC was founded in 1992. Its forerunner, the Southern African Development Coordination Conference (SADCC), was originally set up as a frontline state alliance against the apartheid regime in South Africa, a country that today has transformed into the economic powerhouse of the region.
SADC presently has 15 Member States: Angola, Botswana, DR Congo, Lesotho, Madagascar (whose membership was suspended in 2009 following the coup), Malawi, Mauritius, Mozambique, Namibia, the Seychelles, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe. SADC’s principal executive institution is the SADC secretariat, which is headquartered in Gaborone, Botswana. Every Member State has an SADC National Committee. In 2001 SADC instigated a radical structural shake-up. As a result, tasks are now clustered in 4 directorates at a centralised SADC secretariat which has been given the financial and human resources it needs to be able to execute the new tasks entrusted to it. SADC’s vision is one of politically stable, socially just economic development that reduces poverty in the region. To this end, it adopted a 15-year development strategy in 2004, the Regional Indicative Strategic Development Plan (RISDP). In addition, a five-year development plan was agreed on; the Strategic Indicative Plan for the Organ of Politics, Defence and Security Cooperation (SIPO). Both sets of plans are in line with the Millennium Development Goals. Development cooperation between the Federal Republic of Germany and SADC is designed to promote the implementation of these plans. Development cooperation with SADC aims to systematically strengthen the integration process in Southern Africa. It focuses on the following thematic priority areas:
These priority areas are geared to the priorities enshrined in SADC’s integration agenda. Beyond these thematic priorities, German development cooperation is assisting SADC in the fields of peace-building and security and is helping to strengthen SADC institutions (the SADC secretariat in particular). The African Union (AU) and the New Partnership for Africa's Development (NEPAD) have mandated SADC to drive forward pan-African processes in the region. German development cooperation helps SADC to execute its role of lead agency and intermediary effectively and efficiently. Downloads

What's newGermany extends bilateral development cooperation with SADC The Federal Republic of Germany and the SADC agreed to continue their development cooperation and signed a summary record of their negotiations to the value of 44.21 million Euro for bilateral technical and financial cooperation projects. All technical cooperation will be implemented by the seven GIZ-programmes supporting SADC. German Federal Minister for Economic Cooperation and Development, Dirk Niebel, visited the SADC Secretariat During his journey to Botswana and Namibia, the German Federal Minister for Economic Cooperation and Development, Dirk Niebel, also visited the Secretariat of the SADC. The focus of his meeting with the Executive Secretary was on SADC’s achievements in the regional integration process, and the cooperation with its Member States.
