Context

As the second-largest national economy in Latin America, Mexico plays a key part in the region’s sustainable development. Energy generation in Mexico is based mostly on fossil fuels, although the country’s large size and favourable climate mean there is huge potential for using renewable energy. So far, however, this potential is neglected, as, too, is the potential for increasing energy efficiency. The main reasons for these omissions arise from the lack of a clear and consistent framework. An important step in the direction of a more sustainable energy system was made late in 2005 with the passage by the Chamber of Representatives of a legislative initiative for promotion of renewable energy.

Objective

The responsible Mexican institutions promote the development of markets for renewables more effectively than they have in the past.

Approach

The project mainly cooperates with key stakeholders at the federal level, providing them with advisory services to help reshape the framework of conditions, and to support market and project development. This is intended to stimulate the large-scale use of renewable energies. The following specific courses of action are being pursued:

  • policy and strategy development (with a focus on biofuels, wind power and solar energy)  
  • advice on legislative and regulatory framework conditions 
  • market and project development (above all for the use of field of solar-thermal water heating at the household level) 
  • regional and international know-how transfer.

The project works primarily with the following local partners:

  • Secretaría de Energía (SENER) (Secretary of Energy)
  • Comisión Reguladora de Energía  (CRE) (Regulatory Commission for Energy)
  • Comisión Nacional para el Ahorro de Energía (CONAE) (National Commission for Energy Conservation)
  • Secretaría de Medio Ambiente y Recursos Naturales (SEMARNAT) (Secretary of Environment and Natural Resources).

For the sake of harmonising the activities of the international donor community and to achieve synergy effects, the project cooperates with other energy projects in Mexico and the region.
