Increasing levels of urbanisation, industrialisation and consumerism are causing environmental degradation in India, especially in areas of urban agglomeration. Although legislation already exists to promote sustainable environmental management, there is a lack of relevant capacities, knowledge and experience at management level to ensure that these laws are properly implemented.

Objective

Solutions are being devised and successfully implemented to enhance the efficiency of environmental management in urban and industrial areas and to strengthen consumer protection in a sustainable fashion.

Approach

The Indo-German programme, Advisory Services in Environmental Management, establishes links and promotes cooperation between German and Indian institutions in order to encourage progress in priority areas of India's development, such as the National Environment Policy, the National Action Plan on Climate Change, and the Jawaharlal Nehru National Urban Renewal Mission. It is contributing to the achievement of the MDGs and the implementation of international environmental conventions.

The programme provides technical support for the development of pilot measures to enhance environmental sustainability. It provides individual and organisational capacity building, and networking activities for stakeholders at national, state and local levels. It uses knowledge management techniques and the documentation of best practices in order to promote learning and innovation. The activities address different areas of sustainability and also relate to the cross-cutting issues of climate change and human resources development. Accordingly, the programme is divided into the following components:

  • Sustainable urban habitat – improving the planning, financing and operation of urban environmental infrastructure in selected cities
  • Sustainable industrial development – devising, testing and promoting techniques for the environmentally-friendly and resource-efficient management of industrial areas and sectors
  • Sustainable consumption and consumer protection – improving the range of services offered by consumer protection organisations at national level and in selected states, while accommodating ecological criteria
  • Sustainable environmental governance – introducing environmental, economic and legal instruments which support successful urban-industrial environmental management
  • Climate change – supporting ecologically-sustainable growth as a cross-cutting issue for all the ASEM components, specifically addressing aspects of climate change and India's efforts to implement the National Action Plan on Climate Change
  • Human resources development – capacity development for the people and institutions and stakeholders  involved in the programme, in support of its overall objective.

Results achieved so far

  • Under the sustainable urban habitat component, sustainable waste management has been introduced and a number of city sanitation plans have been developed, as well as efficient concepts for drinking water supply and wastewater management. Capacity building has taken place to promote the development of sustainable transport systems in a number of cities, and 65 arsenic removal plants catering for up to 300 families have been installed through a public-private partnership in West Bengal.
  • For sustainable industrial development, the principles of ecologically sound industrial parks have been introduced in 30 industries, and an Eco Electroplaters Park established to relocate one group of polluting industries. A treatment facility and a sanitary landfill site for hazardous waste has been built in Karnataka, and measures are being carried out to raise awareness of resource efficiency in SMEs, using tools such as the win-win model 'ECOPROFIT'.
  • Consumers have become more aware of sustainable shopping choices and the need to compare products. Policy reforms have been achieved in the shape of the Legal Metrology Act and the Consumer Protection Act.
  • In the field of sustainable environmental governance, demand for green accounting has increased following a pilot measure carried out in the state of Andhra Pradesh. With support from the programme, a policy has also been developed on the management of electronic waste, with the informal sector being regulated and improvements made in the channelling of e-waste. A road map has been set out for environmental fiscal reforms in India.
  • The climate change component helps to organise the Carbon Bazaar, an international event that strengthens the carbon market. It has developed an online system for the submission of CDM applications, and has assisted the Ministry of Environment and Forests in preparing policy papers for India's multilateral and bilateral cooperation with the Conference of Parties (COP), UNFCCC/SBSTA and other forums and meetings of BASIC countries.
  • The HR development component has revised the programme's strategy for systematic capacity development so it can benefit from the expertise of the former partners GTZ and Inwent in the newly formed GIZ. In its efforts to strengthen institutions, the component has set up environmental laboratories and infrastructure for improved environmental monitoring; it has raised the standard of knowledge management and information sharing, enhanced the visibility of the programme and boosted networking and cooperation for industrial disaster risk management.
