Higher education and scienceUniversities are unused intellectual gold mines for sustainable development Universities and scientific institutions make an important contribution to training experts and managers. Qualified and responsible personnel are essential for the future and sustainable development of their countries. For this reason, providing support for higher education and science is seen as highly significant in the world of development cooperation. Nevertheless, a far smaller percentage of people pursue university studies in developing countries than in the industrialised world. This is certainly cause for concern, because a country’s socioeconomic and political development, democratic behaviour and good governance are closely tied to the quality of higher education and research.
Through its projects with universities and scientific institutions, GIZ contributes to the socioeconomic and political changes taking place in its partner countries. Since 2003, for example, GIZ (former GTZ) has supported the Higher Education Quality Management Initiative in Southern Africa (HEQMISA). According to expert observers, HEQMISA has contributed greatly to anchoring the theme of quality assurance and quality management at universities in Southern Africa. For example, after HEQMISA conducted a workshop there, the Namibian Polytechnic set up a high-level quality assurance department. Some 20,000 students per annum benefit from the measures introduced at the Polytechnic.
