Independent and external evaluationIndependent and external evaluations are reviews of projects and programmes by a third party. They help to demonstrate accountability. The responsibility for and management of the evaluations are either external to GTZ or handled by the independent GTZ Evaluation Unit. Since 2005/2006, the GTZ Evaluation Unit has carried out independent evaluations: final and ex-post evaluations as well as interim evaluations. Final evaluations are made soon after or shortly before the completion of the projects or programmes. Ex-post evaluations are concerned particularly with the sustainability of the results. These are carried out two to five years after the end of the project or programme. In all three cases, independent research institutes and consulting companies are contracted to carry out the evaluation. The German Federal Ministry for Economic Cooperation and Development (BMZ) as part of its Central Evaluation Programme makes strategic evaluations of sectors, topics, programmes or instruments in German Development Cooperation. The results flow into conceptual, organisational and institutional further development.
