Decentralised evaluationIn decentralised evaluations, projects are systematically reviewed by the GTZ unit responsible for the project. This is particularly helpful for internal leraning. The results of these decentralised evaluations have proved very reliable in comparisons with independent evaluations. Generally, decentralised evaluations are cheaper than independent ones. An important instrument of decentralised evaluation is the Project Progress Review. This is done locally together with the partners. In addition, an independent appraiser is assigned to provide an external perspective. Since 2003, GTZ has been using a new electronic interview and analysis technique, e-VAL, developed jointly with a Bremen management consulting firm (nextpractice). It combines qualitative with quantitive methods. e-VAL enables us to compare the various viewpoints of GTZ, the partners, intermediaries, target groups and any other participants.
