Evaluation
Evaluations examine activities at specific intervals to ascertain whether they produce results and are effective. They enable to learn from experience, place the management of measures on a firm foundation and account for actions. Since 2006, GIZ (former GTZ) has had an accredited evaluation system that is aligned with international standards.

Grants - wordwide operations with EU funds
The European Commission awards grants via its thematic and regional programmes. We have long-standing experience in international cooperation and can support German federal ministries and other public institutions in this context. This includes specific knowledge related to applying for EU grants and comprehensive expertise in implementing and evaluating projects.

Networks have become key facilitators in successful international cooperation. They promote exchanges and mutual learning amongst their members with regard to cross-sectoral issues, regional developments and methodological procedure. They are good for fostering decision-making and the achievement of objectives. We support our clients in all network management processes.

Public Procurement
Effective and efficient procurement systems are indispensable for a properly functioning state. We support our partners in two distinct ways: Firstly we help our partners to put in place functioning structures and institutions to handle public procurement. Secondly GIZ offers its services as procurement agent or fund manager.

Development Partnerships with the Private Sector (PPP)
To achieve its objectives, development cooperation needs private-sector involvement. The BMZ initiates development partnerships with the private sector (developpp.de). These partnerships address mutual interests and leverage the particular strengths of each partner. GIZ offers an extensive range of services for interested companies on tools and processes for cooperation with the private sector.

Twinning - exchanging experience through EU administration partnerships
Twinning means establishing partnerships of public administrations between member states of the European Union and countries that are either current or potential EU accession candidates. The EU finances twinning projects and sectoral authorities in many EU states apply to implement these projects. Since 2000, GIZ has been involved in the successful implementation of some 200 twinning projects.

Results-based monitoring
A project is only considered successful if the planned results - that is the changes that can be causally and plausibly attributed to the project - can be substantiated. The results-based monitoring system helps our partners' projects and programmes to align themselves with managing for development results. GIZ offers advisory and training packages on applying the system.

Stakeholder-dialogues: from differing interests to shared objectives
Stakeholder-dialogues bring together governmental and non-governmental stakeholders. They aim at negotiating interests, formulating a common goal and then taking action. This helps taking viable decisions. We support this process in order to get stakeholder-dialogues going and keeping them on track.

Social impact analysis
Which social effects are produced by political reforms and development measures? GIZ together with other implementing organisations and donors has developed approaches that allow this question to be answered. The results of these analyses provide tangible information on the impacts that people, and poor people especially, can expect.

Systemic quality improvement
Reforms of social services are driven by the aim to align these services with the needs and expectations of their users. Systemic quality improvement is an instrument developed by GIZ, which is to promote this process. The SQI approach makes it possible to connect the development both of an entire system and of individual organisational units within it.
