Capacity WORKS in the award of contracts to the consulting sector from April 2010 onwardCapacity WORKS is GTZ's management model for sustainable development. It helps answer the following questions: How does GTZ make an effective contribution toward its partners' capacity development? How are the management and steering of projects and programmes structured so as to make the results of capacity development as effective and sustainable as possible? Following a successful eighteen-month pilot phase, the process of integrating Capacity WORKS into the management of the TC measures implemented by GTZ with and in partner countries has now been under way since the beginning of 2009.

In order also to guarantee the future compatibility of the consulting sector with the work of GTZ in this respect, from 1 April 2010 onward it will be compulsory to include Capacity WORKS as a criterion in the award of contracts to the consulting sector. This means: GTZ has had measures in place since July 2009 to ensure that individual consultants and companies in the consulting sector have access to appropriate training opportunities. Following an invitation to tender, several companies and syndicates were commissioned to act as multipliers by offering a wide range of Capacity WORKS training measures on behalf of GTZ.
