CriteriaFive golden rules! 1. Compliance with German Government specifications Every development partnership has to comply with the development-policy objectives of the German Government. 2. Benefits for all stakeholders Public and private contributions must be mutually complementary, i.e. cooperation must en-able both partners to achieve their objectives more cost effectively, efficiently and swiftly (complementarity). 3. Subsidiarity, not subsidisationA public contribution will only be provided if the private partner would not carry out the measure without the public partner and if the measure is not legally prescribed (subsidiarity). 4. Competitions create transparency Competitive neutrality must be guaranteed. All companies are eligible to cooperate with GIZ. All communication is transparent. 5. Private sector's own contribution The company has to make a substantial financial and/or HR contribution to the project (private sector's own contribution). |
