Background

Stable economic, ecological and social framework conditions are in the best interests of both the private sector and Development Cooperation. Businesses can only operate sustainably in developing countries in such an environment.

Business sector involvement in developing countries has expanded significantly, particularly in the 90s. This is not only the case for major transnational groups – many small and medium-sized enterprises have long since recognised that there are promising openings for business in Africa, Asia and Latin America.   

As soon as companies commence production or start trading abroad, they become involved in areas relevant to development policy: for instance, when they train employees, introduce environmentally friendly technology, or take steps to ensure job safety. When undertaking such tasks, they often face obstacles that might be more easily overcome with the help of an experienced partner from the public sector.

Recognising this, the German Federal Ministry for Economic Cooperation and Development (BMZ) launched the PPP programme in 1999. The programme links public and private sector activities abroad and takes advantage of opportunities for cooperation. In this way, it secures the sustainability of projects and saves human resources, time and money. In 2009, the programme’s 10th anniversary year, structure and name have been adjusted: www.develoPPP.de.
